Get creative with leggings
Updated: I am no longer singularly loyal to any activewear brand and maintain used is better than brand new where you can manage.
That said, I’ve linked the ladies who graciously let me use their photos so if you need a DIY Halloween costume that includes new gear (read: if you need to justify new gear), be sure you support them!

As you see, this is as simple as getting creative on top and putting your favorite polyester/spandex/nylon blend on bottom! This is a bonus if your DIY Halloween costume will double in a running or fitness event.

Get creative with make up

Listener DIY looks
